The reality is more complicated. A zone offering generous incentives to one manufacturer can add very little to another. Your BOI activity, production process, location status and operating model determine what your project actually receives. Even an advertised extra tax year has limited value if the location increases logistics or operating costs over the life of the investment.

So before you compare industrial estates or put an incentive figure into your business case, start with one question: how much additional value does this location actually create for your project?

Thailand uses separate industrial, customs and investment promotion systems, so the term trade zone covers several structures rather than one official zone category.

1. Separate General Industrial Zones from I-EA-T Free Zones

A General Industrial Zone is an area within an IEAT industrial estate for manufacturing, services and related industrial activities, while an I-EA-T Free Zone is a designated area that provides specific tax and fee privileges for qualifying goods and operations.

IEAT divides industrial estate areas into General Industrial Zones and I-EA-T Free Zones. General Industrial Zones support manufacturing, services and related industrial activities.

2. Treat Customs Duty Free Zones as a separate customs mechanism

A Customs Duty Free Zone is a designated area under Thai Customs where qualifying goods can be stored, processed or transferred under specific customs duty treatment.

Thai Customs Duty Free Zones operate under the Customs Act and remain separate from I-EA-T Free Zones, bonded warehouses and BOI investment promotion.

Goods imported and stored in a Customs Duty Free Zone receive duty exemption while held under the applicable zone rules. Goods entering Thailand's domestic market then follow the relevant customs valuation, tariff and duty procedures.

Tip: A Free Zone benefit comes with an operating obligation. Before choosing one, estimate the cost of inventory control, customs reporting and the internal resources needed to maintain compliant goods records. For a smaller operation with limited import volume, the administrative burden can materially reduce the value of the customs saving.

3. Recognise Special Border Economic Zones as an area promotion measure

A Special Border Economic Zone is a designated border area where eligible investment activities receive additional location based incentives under Thailand's BOI framework.

Thailand's Special Border Economic Zones cover designated areas across 10 provinces, comprising 90 subdistricts in 23 districts under the BOI 2026 framework.

General eligible activities receive additional CIT treatment within the applicable limits, while targeted activities follow separate incentive packages.

4. Treat the EEC and regional economic corridors as targeted location strategies

The Eastern Economic Corridor is a targeted investment area covering Chachoengsao, Chon Buri and Rayong, with additional promotion measures linked to eligible activities and qualifying locations.

BOI also operates economic corridor measures across Northern, Northeastern, Central Western and Southern regions, with targeted industry logic attached to each corridor.

EECO separately lists Special Economic Promotion Zones inside the EEC, including industrial estate type promoted zones for targeted industries.

Location inside an EEC province provides only the geographic starting point. Activity classification, promoted zone status and additional conditions determine the actual incentive route.

Step 1: Start with BOI activity eligibility before comparing locations

BOI activity classification determines the project's starting incentive package before location benefits enter the investment calculation. The activity needs to match the actual operation rather than a broad industry label.

A company describing itself as an “electronics manufacturer,” for example, still needs to define the product, manufacturing process, technological content and project conditions required by the relevant BOI activity.

Match the project to the correct BOI activity

Build the eligibility check from four project facts:

  • Product or service covered by the investment
  • Production or operating process performed in Thailand
  • Investment scope and machinery
  • Planned output and commercial activity

BOI then applies activity specific conditions together with general investment criteria. The 2026 guide includes requirements covering minimum investment, production substance, machinery and environmental compliance, with additional conditions attached to individual activities.

Broad industry matching is insufficient for an investment decision. Two companies making products in the same sector often enter different activity groups because their processes and technological content differ.

Tip: Do not redesign the BOI application on paper simply to chase a higher incentive category. Start with the activity your Thailand operation will actually perform, then check if genuine R&D, advanced technology training or local capability development qualifies for additional incentives. Building these elements into the project before investment approval is much stronger than adding them later as promotional language.

Establish the basic BOI incentive

The 2026 BOI scheme uses the following basic CIT structure:

Establishing the basic package first gives you a baseline. Every location incentive can then be measured against that baseline rather than treated as a standalone benefit.

Your location is only one route to additional benefits. BOI 2026 also provides separate efficiency enhancement measures for qualifying investments in automation, Industry 4.0, energy efficiency, environmental improvement and international sustainability certification.

If these investments are already part of your Thailand factory plan, check their eligibility separately before finalising the project budget. Treat them as project-level incentives rather than benefits created by the industrial estate itself.

Step 2: Identify what the location actually adds

A promoted location creates value only when its additional incentive applies to your BOI activity and increases the project's existing entitlement.

BOI's 2026 area promotion table grants an additional year of CIT exemption to eligible projects in BOI promoted industrial estates or industrial zones. The actual result varies by activity group because total exemption limits remain relevant.

An industrial estate only adds an extra incentive when BOI does not already require your activity to be located there. If the location is already mandatory for your activity, you do not receive the additional estate-based incentive.

According to JTM’s experience, you should record the incremental column separately in your financial model. An A1 project receives eight years under its basic activity group, so selecting an estate on the assumption of an extra tax year creates an inaccurate investment case.

Check decentralisation incentives in the 20 designated provinces

BOI provides additional area incentives for projects in 20 provinces identified under the low per capita income measure. The 2026 guide provides three additional years of CIT exemption for qualifying projects, while A1 and A2 activities receive a 50% CIT reduction for five years after their exemption period instead. Additional expense deductions also form part of the measure.

A decentralisation incentive has value only after operating feasibility is confirmed. Supplier access, labour availability, utilities and logistics still determine how efficiently the site supports production.

Test Special Border Economic Zone eligibility against the activity list

Special Border Economic Zone incentives require both geographic eligibility and an eligible activity. BOI's 2026 framework distinguishes general activities, 13 targeted activities and five special activities, each with its own incentive treatment.

The measure includes CIT treatment alongside machinery import duty exemption, export production raw material benefits, qualifying cost deductions and non tax incentives. Activity status therefore needs verification before the border location enters the shortlist.

Verify EEC incentives through activity and qualifying location

EEC incentives combine activity classification with location and additional project conditions. BOI's 2026 measure covers eligible A1+ to A4 activities and applies different additional CIT treatments through qualifying routes such as human resource development, R&D and specified promoted locations. Total CIT limits remain part of the calculation.

Specific EEC locations referenced in the BOI framework include EECa, EECi, EECd, EECmd, EECg and EECtp. Projects also need to be located within Chachoengsao, Chon Buri or Rayong for the relevant EEC measure.

So, you should remember that EEC status strengthens an investment case when the activity, site and required project commitments align. Geographic presence in one of the three EEC provinces provides only part of that test.

Tip: Do not assume the EEC's large industrial base makes skilled recruitment easier. EECO projects substantial workforce demand across its targeted industries through 2029, so test the availability and cost of the roles your factory actually needs before selecting the site. For an SME, a location with slightly fewer incentives can create a stronger operating case if hiring is more sustainable and the logistics still work.

Step 3: Understand how each incentive affects your investment

Different incentives create value in different parts of the project, so assess each benefit separately before comparing locations.

Keeping these benefits separate gives you a clearer view of where the financial value comes from. CIT relief affects taxable profit, while customs privileges affect the cost of machinery, production inputs and goods moving through the operation.

A location with a strong customs advantage, for example, creates more value for an import intensive production model than for a project relying mainly on domestic inputs.

Check foreign ownership and land rights separately:

Tax savings are only part of the investment case. BOI promotion can also materially change how a foreign-owned project is structured in Thailand.

Under BOI's 2026 criteria, promoted projects in FBA List 2 and List 3 generally have no BOI equity restriction on foreign investors, subject to other applicable laws and activity-specific conditions. Promoted entities can also apply for permission to own land used for the approved activity under Section 27.

Step 4: Compare the incentive value with the location's operating fit

The stronger location is the one that delivers the better overall investment case after incentive value and operating conditions are considered together.

Start by converting each additional incentive into an estimated financial value. Then compare that benefit with the location's property cost, utilities, logistics requirements and operating conditions.

A larger headline incentive does not automatically produce the stronger location. The value depends on how much benefit your project actually captures and what the site costs to operate over time.

Example: An A3 project comparing two locations

Assume an A3 manufacturing project receives five years of basic CIT exemption, while an eligible BOI promoted industrial estate adds one further year.

Estimate the tax saving expected from year six, then compare it with the estate's property premium, service charges, logistics requirements and operating costs.

For example, assume Location A adds one year of CIT exemption worth an estimated THB 3.5 million, while Location B provides no additional CIT year but costs around THB 1 million less per year to operate. The comparison would look like this:

In this example, Location A looks stronger from the incentive alone. Its higher annual operating cost can absorb the THB 3.5 million tax benefit after several years, giving Location B the stronger long term investment case.

A tax incentive helps when it improves the overall project economics, rather than requiring a smaller company to accept a more expensive location for a temporary benefit. Compare what you save during the incentive period with what you will continue paying once that incentive ends.

The stronger choice is the location that supports the business through both the investment stage and normal operations, with enough financial room to manage production and future expansion.

Mistakes usually come from mixing different incentive systems or valuing a location before its real benefit is verified. The 4 issues below are the ones most likely to distort the investment decision.

  • Treating every industrial zone as the same structure: General Industrial Zones, I-EA-T Free Zones and Customs Duty Free Zones operate under different frameworks. Start by identifying the legal status and responsible authority.
  • Choosing the location before confirming the BOI activity: Activity classification sets the base incentive and determines access to many additional measures. Complete the activity assessment before giving tax value to a location.
  • Building the business case from promotional material: Estate developers provide useful commercial information about land and facilities. Official authorities determine regulatory status and investment privileges. Verify the BOI project, zone designation and relevant operating conditions before including an advertised benefit in the approval model.
  • Comparing incentive years instead of financial value: One additional CIT year has different value for a project with strong taxable profit than for a project still ramping up production.. Convert the incentive into expected cash value and compare it with the long term operating economics of the site.

Validate the zone before committing to a Thailand investment

SMEs usually have less room to absorb a location mistake, so the final check needs to confirm that the expected incentive still makes sense under real operating conditions.

Before signing a long term lease, acquiring land or building the investment case around a promoted zone, verify four points:

  • Confirm the project activity and applicable promotion route.
  • Verify the site's official status and the conditions attached to it.
  • Check the location against labour, utilities, logistics and supplier access.
  • Compare the confirmed incentive value with the full operating cost before approval.

No. Simply locating in an industrial estate does not automatically give a project additional tax incentives. The site must fall under the relevant BOI promoted industrial estate or industrial zone measure, and the project must also qualify for the location based benefit.

Under BOI’s 2026 framework, eligible A3 and A4 projects receive one additional year of CIT exemption from a qualifying promoted industrial estate location, while A1 and A2 remain at their basic eight year periods. If BOI already requires the activity to operate inside an industrial estate, that location does not create an extra estate based incentive.

2. What is the difference between an I-EA-T Free Zone and a Customs Duty Free Zone?
