Resin integrity validation checks whether the supplier uses the agreed material, not a cheaper or less stable substitute.

Ask the supplier for:

  • COA and SDS or MSDS
  • Resin grade, supplier name, and batch number

  • Additive declaration

Vietnam export readiness: Origin, EPR, recycled claims and EU buyer expectations

Export readiness for plastic sourcing depends on origin logic, destination market rules, recycled claim evidence, and packaging responsibility.

Origin and C/O logic

A plastic product made in Vietnam does not automatically qualify for preferential tariff treatment. Trade.gov explains that country of origin matters for preferential tariff rates, and substantial transformation usually means a fundamental change in form, appearance, nature, or character through processing or manufacturing. FTA origin rules may also use tariff classification change, value added, specified processing operations, or combined criteria.

Resin compounding can strengthen manufacturing evidence and local value added documentation, but it does not automatically qualify a plastic product for preferential origin. SMEs still need to review the applicable rule of origin under the relevant trade agreement, including HS code, tariff classification change, regional value content, production records, and input origin documents.

EPR and packaging responsibility

Packaging responsibility needs early review when products or packaging are placed on the Vietnamese market. Vietnam Government Decree 110/2026/ND CP was issued on 01 April 2026 and took effect on 25 May 2026. The decree covers responsibilities for recycling products and packaging and waste treatment by producers and importers.

For export only orders, the buyer still needs to check destination market rules. The key question is not only whether the supplier can produce the item, but whether the product and packaging can meet the target market’s documentation expectations.

Recycled Plastic Claims

Recycled plastic claims need proof, not only supplier wording. UNDP Viet Nam published “Strengthening public private collaboration to advance plastic circularity in Viet Nam”. The press release discusses plastic circularity, waste management, private sector collaboration, and the Plastics Circularity Project. UNDP Deputy Resident Representative Francesca Nardini emphasized collaboration across the plastic value chain, especially with private sector partners.

PCR, PIR, and recycled content claims should be supported by traceable input data, supplier declarations, batch records, and test reports. A recycled claim becomes useful only when the evidence can stand up to buyer review.

EU Buyer Expectations

EU packaging expectations are becoming stricter. The European Commission states that the Packaging and Packaging Waste Regulation, or PPWR, entered into force on 11 February 2025 and will generally apply from 2026. It covers all packaging and packaging waste regardless of material or origin, with requirements for manufacturing, composition, and reusable or recoverable nature.

CBAM needs careful wording. The European Commission lists the six CBAM sectors as cement, aluminium, fertilisers, iron and steel, hydrogen, and electricity. Plastic products are not listed as a direct CBAM sector, yet EU buyers may still ask for carbon, recycled content, material traceability, and packaging data as part of wider procurement requirements.

JTM advises buyers to review export documentation before final price negotiation. A supplier may be capable of molding the product, yet still weak on C/O logic, recycled content evidence, food contact documents, or EU buyer documentation requests.

If those gaps appear after sample approval, the buyer may face delays, renegotiation, or a product that cannot meet the intended market requirement.

Green and ESG expectations

Green manufacturing and ESG expectations in plastic sourcing should be treated as documentation and traceability issues, not marketing claims.

For plastic products, buyers ask for recycled content evidence, PCR or PIR traceability, material safety documents, packaging data, supplier sustainability information, and waste responsibility records. A supplier saying “eco friendly,” “recycled,” or “sustainable” is not enough. You should ask what material is used, where it comes from, how the batch is recorded, and which documents support the claim.
